Background
Between 2023 and 2026, Giancarlo held senior policy roles in the Government of Ontario, advising seven ministers and, most recently, the Premier.
In the Office of the Premier from 2025 to 2026, Giancarlo served as Director of Policy for Justice and Public Safety and then as Executive Director of Policy, working across intergovernmental affairs, public safety, emergency management, justice, critical infrastructure, transportation, housing, and procurement. That period coincided with the second Trump administration and Canada’s tariff dispute with the United States, and included advising on defence and border security, with a particular focus on artificial intelligence and procurement.
Before that, Giancarlo was Director of Policy and Stakeholder Relations to the Solicitor General, with responsibility for policing, bail reform, auto theft, fire services, corrections, and public safety technology, including the transition to Next Generation 9-1-1. In that role, Giancarlo was the policy lead for Operation Deterrence, Ontario’s border security strategy, and travelled to Washington as part of a mission to discuss the strategy with U.S. law enforcement agencies, including the FBI, DEA, ATF, IRS, U.S. Customs and Border Protection, and Homeland Security Investigations.
Giancarlo also advised the Minister of Transportation on highway and transit expansion, and the Minister of Labour, Immigration, Training and Skills Development on growing Ontario’s skilled trades workforce.
Giancarlo founded Da-Ré Advisory to put that experience to work for the organizations whose plans depend on government decisions, from police and emergency services to defence companies and infrastructure builders. The firm works with clients across the political spectrum.
